American Embassy, London, November 12, 1908.

WITH reference to my note of the 8th instant and also to your communication of the 3rd ultimo relating to the rank of the American Representatives to the Opium Conference, I have the honour to inform you that it has been decided to give our Delegates the designation of Commissioners, but it is hoped that the Chinese Government will see their way to granting them personal standing with, but before, Consuls-General.
